The Government is planning the utmost economy and efficiency in the use of manpower, said Lord Moyne dun h. a debate in the House of Lords. The purpose behind the Government s plans he said, was to ensure that every man of military age would be either in the forces or doing work of national v which could not be done by older men and women. Nineteen-year-olds would be called up almost immediately, those not reserved or whoso call up was not postponed would -join the colours from about mid-April onward. The present plan’ was for men to register in the group from 37 to 40 and leave the 18-vear-old group to the last. Regarding the wider mobilization and distribution of the existing laboui force. Lord Moyne pointed out that changes could not be made all a once. It was necessary that industry should have time to give voluntary cooperation in the matter of readjustment.
