Said To Be Concentrated Near Balkans (Received February 14, 1.19 a.m.) TOKIO, February 13. The rightist, newspaper "Hocln .Shimbun” reported from Tsuraga. that, the Soviet Black Sea Fleet consisting of two battleships, four cruisers, 30 destroyers and 24 submarines began assembling in the Bosphorus on February 7. while 2,000,000 Russian troops are massed on the borders of Turkey and Rumania. The dispatch said that the basis of the information was Soviet official quarters, which were predicting Spain’s entry into the war.
