Lack Of Raw Materials In Germany (British Official Wireless.) RUGBY, January 20. There has been developed a system of exchanges for children’s shoes and dresses by which people may exchange outgrown articles for bigger sizes.

These devices are now extended to industries and newspapers suggest exchanges of tools in industries, especially among- independent artisans, whose importance is again emphasized. By a decree which has been issued no more shops run ;by independent artisans will be closed during the war.
