Earl Baldwin’s Hope Of German Co-operation
(Received December 9, 7.5 p.m.) LONDON, December 9.

He said he hoped Germany would recognize that, whatever her internal problem, her cooperation would make a great difference to the ultimate success of the emigration plans.
