North Sea-Black Sea Economic Axis (Received October 19, 1.49 a.m.) BERLIN, October 18. Back after his Balkans tour, on which he astutely set out the moment the Czech cloud showed signs of lifting, the German Economics Minister, Herr Funk, envisages, in addition to Rumania, a North Sea-Black Sea economic axis. He sees in this no threat to the Western Powers, because Germany hitherto has bought from southeast Europe twice as much as from Britain, France and America combined.
