Council Asked To Consider Change

A motion that the time had arrived when the Wellington City Council should seriously consider delegating full administrative powers to the town clerk or to a city manager, who would be responsible for the carrying out of the council’s decisions, was carried by the committee of the Ngaio Progressive Association last night. The president, Mr. H. L. Cummings, who introduced the subject, said that the organisation of the city council was unlike the organisation of any large business or the Government. ‘ Cabinet, for instance, set the policy and provided the money, but the carrying out of the policy was delegated to officers. If the town clerk were given, full charge of the administration of . the city affairs a better co-ordination of the council’s operations wotdd lie achieved. For instance, the association had noticed the difficulty of coordinating the reserves department and the engineer’s department. Mr. F. Johnson seconded the motion and supported the president’s remarks.
