“BLACK-OUT” ORDERED AT SINGAPORE
Last Day Of Manoeuvres (Received January 28, 10.5 p.m.) Singapore, January 28. Singapore's first “black-out” will take place between 2 a.m. and 6 a.m. on February 5. It will include the coast east of Singapore, and the whole of the town south of the Singapore River. The latter includes the densely-popu-lated Chinatown, which in many parts is a blaze of lights all night. The “black-out” will coincide with the last day of the manoeuvres when the battle is expected to be hottest.
