Elective Upper House (From “The Dominion,” August 9, 1912.1 The Legislative Council Election Bill contains 30 clauses and an elaborate set of rules for the guidance of the returning officers for the determining of the result of a poll on the proportional representation system. The significant clause of the measure is that stating that “members of the council shall hereafter be elected and not appointed,” but this is prefaced by a reference to the continuance of tenure of members of the Council at the commencement of the Act, and provisions which “may be provided with respect" to members of the Maori race.” A definite understanding is given at tbe outset that the reconstituted Council will be given no increase in power beyond that now exercised by the Second Chamber. • * « There has been continuous but irregular fighting on the frontier between Tur"key and Montenegro. The Turkish Minister is quitting Cettinje. The Montenegrins have captured three forte. The situation is critical and it is feared may result in war with Turkey.
