Sanford Ltd. refused to work the trawler Cosgrove when it berthed at the Western Wharf to-night loaded with about 800 baskets of fish. The workers declared the ship “black” on Tuesday and they have decided that no fish will be unloaded until they are granted higher wages and overtime, in addition to back pay for six months.
