The Indian National Congress Party has refused to form Ministries in six provinces in which it holds majorities. The Governors are forming Ministries in Bombay, Madras and the Central Provinces. These will be led by members of the present provincial executive. The Delhi correspondent of "The Times” states that the Governors of Bihar, the United Provinces, and Orissa have also invited elected non-Congress-men to form alternative Governments, as the Government of India Act only requires a Governor to summon the Legislature within six months of the inauguration of the new Constitution.

It is hoped that the political situation will be clarified by the time the Legislatures assemble. If the Ministries fail to gain the confidence of the House the Governor may dissolve the Assembly or use his special powers.
