With reference to the versions widely published of the recent German coniiniinicatiou lo (he British Government regarding the proposed Western Pact, "'file Times,” Loudon, and other newspapers point out that Britain has never shown any willingness to agree to an arrangement whereby the Pact would be divorced from the League Covenant, and there is no reason to expect a change of policy on this principle.
