REPORT ON ZANZIBAR RIOTS
Administration Not Blameless London. Maj- 19. The Nairobi Commission inquiring into the rioting at Zanzibar last February announces that it is unable to exonerate the Administration and its Agricultural Department, owing to the methods of applying the law relating to examination of export copra. The commission maintains that inadequate steps wore taken to acquaint wild mischief-making Arabs of the intention of the law and also that there was failure to instruct them in methods of improving copra. It considers that the action of the police in firing on the mob was justifiable. averting possible massacre, and advises the Government to watch closely so as to avoid similar outbreaks. A mob armed with swords demonstrated against a law to prevent the adulteration of' exportable copra and severely wounded three European police officers, whom they cut down in an attack. An Indian police officer died of wounds. Armed police restored order.
