NEW CONSTITUTION
Russian Draft Completed Moscow, May 17. A commission under the chairman ship of M. Stalin has completed the draft of a new Constitution, which is certain of adoption by the Central Executive Committee. It provides for a secret ballot, equal franchise for industrial workers and peasants, and direct voting so that the elector may know the individual for whom he is voting.
