Roosevelt’s Proposal RELUCTANCE TO GIVE LEAD TO POWERS By Telegraph—Press Assn.—Copyright. (Received April 29, 5.5 p.m.) Washington. April 28. To settle the controversy over whether immediately to construct two battleships. President Roosevelt has instituted legislation which, if passed by Congress, will authorise the Navy Department to lay the keels next year if any other Power initiates such construction. The Navy Department wishes immediate appropriation for the ships, while President Roosevelt is reluctant to act immediately and put the nation in the position of initiating battleship construction.
