ALTERNATIVE PLAN

Discontinuance of Carnegie

Fellowships

Dominion Special Service

Dunedin, August 29.

The present scheme by which fellowships are provided by the Carnegie Corporation will terminate in three years time, but it is interesting to note that a movement, is at present on foot to establish an organisation to, continue this scheme. Professor F. Clarke, adviser to overseas students on behalf of the Institute of Education, has recently been visiting Australia, where he conferred with various State, university, and public instruction authorities on the matter. It is proposed that two students be sent each year from each Dominion within the Empire with some financial provision—present endowments carry a scholarship of £250 for the year with an additional amount for travelling expenses. Professor Clarke has explained that Hie Institute of Education is designed to function as a school of education in statesmanship and general fitness for specialised service in the life of the community. ,

Commenting on this the “Australian Christian World” states that the movement should present an answer to a eomp’aint recently made by a Melbourne professor that democracy, especially in young countries, was liable to be associated witli a degree of vulgarity which ought to be sedulously escaped from.
