Quotas to be Imposed Failing Agreement IMPORTS OF TEXTILES Action Would Be Taken With Reluctance By Telegraph.—Press Assn. —Copyright. London, May 4. The President of the Board of Trade, Mr. Walter Runciman, informed Mr. Matsudaira, Japanese Ambassador, that Britain would be compelled to put quotas into operation failing an agreement. He assured Mr. Matsiidaira that Britain would take this action with reluctance. Mr. Matsiidaira had no new proposal to put forward, and accepted the formal declaration, which he cabled to Tokio. The Dominion Governments are being informed of all the moves, but it is understood that they are considering the matter independently. A British Official Wireless message states that Mr. Matsudaira has undertaken to communicate to his Government a memorandum regarding the British Government’s statement on Japanese competition, handed to him bv Mr. Runciman. A full statement on the subject will be made to the House of Commons by Mr. Runciman after a reply has been received from Tokio, probably early next week. It will be recalled that exchanges of views have taken place between individuals. and later between the Governments of the two countries. Although these have been conducted in an extremely friendly spirit, no proposals of a satisfactory .character have been approved, and it is understood that the British Government now considers it would not be justified in further postponing measures to protect the extremely important commercial interests affected in Britain and the Crown colonies.
