Anticipation of Building Permits REPORT TO CITY COUNCIL A report dealing with a statement made at the last council meeting to uhe effect that a practice was developing In which builders proceeded with structural alterations to premises before the Issue of the building permit was dealt with in a statement presented to the Wellington City Council last night from the city engineer, Mr. G. A. Hart. Mr. Hart assured the council that such infringements represented only a small proportion of the. total permits issued and were solely in relation to works of a minor nature. It was not the general practice for builders to commence construction or alterations before the requisite building permit was issued. The reason the report had been made was that it was felt that the discussion that had taken place in the council had caused a certain reflection on the officers responsible for seeing that the bylaw requirements were fulfilled.
