FOUR POINTS FOR U.S.
Washington, October 11.
During -the war debt negotiations today the British commissioners presented a four-point appeal why Britain should be granted a substantial reduction, but the extent of the reduction desired has not yet officially been stated. United States Treasury officials are studying the appeal, which mentions the following points:— (1) Britain received less favourable treatment when the debt was funded than did other borrowing nations. (2) When the debt was funded, increased world prosperity was anticipated, whereas prosperity has . diminished. (3) Britain spent far more in America during the war than the amount borrowed from the United States Treasury. (4) The war debts were not a commercial loan. # The negotiations will be continued tomorrow, when the British proposals may be presented.
