Soviet Communist Party STALIN’S DECREE Check on Political Beliefs (By Telegraph.—Frees Assn.—Copyright.) Moscow, April 30. A drastic party purge, beginning on June 1, has been decreed by M. Stalin. Communists, estimated at 3,200,000, will be subjected to a searching examination in regard to their political views nnd private lives with the object of determining their fitness to remain in the ruling party. The decree also widely extends the internal passport system with a view to checking the movement of population between villages and cities. The decree virtually establishes vast areas, including the'metallurgical and petroleum centres, where it will not be possible for people to live who are actually or potentially hostile to the Soviet regime. “Undesirables” will be banished from twenty-eight cities.
