Moreover, he fears the raising of the age of enfranchisement from twenty to twenty-five, which is certain if the von Papen regime is perpetuated. It is understood that President Hindenburg is determined not to have another dissolution of the Reichstag with-

out substantial reasons or an alteration in the Constitution without the full approval of the people.
