White House Conference HOOVER & ROOSEVELT President-elect’s Proposal INTERNATIONAL MEETING By Telegraph—Press Assn. —Copyright. (Received Nov. 18, 8.30 p.m.) Washington, Nov. 17. In a telephone conversation with President Hoover to-day, the Presi-dent-elect, Mr. F. D. Roosevelt, arranged for a conference on the subject of war debts at White House on Tuesday afternoon. He will have one adviser. The Under-Secretary to the Treasury, Mr. O. L. Mills, will assist the President in presenting pertinent data. On the following day President Hoover will confer with a bi-partisan Congressional delegation of three, ranking Republican and Democratic members of the Senate Finance Committee and the House of Representatives Ways and Means Committee, who have been Invited to meet him to discuss the question of foreign debts. To-day the-French and Belgian Ambassadors conferred with the Secretary of State, Mr. H. L. Stimson, and later Intimated that they had not received an answer to their requests for extension of the moratorium and review of the debt field. As a refusal of postponement has been virtually agreed upon, Democratic loaders indicate that Mr. Roosevelt will advance a programme, proposing an international conference on all questions of economic import. It Is thought possible that the agenda of the Economic Conference could be extended to include debts, but it will hardly bo possible to discuss tariff revision, which Mr. Roosevelt believes would make payments possible. The apparent rejection of the Notes seeking postponement has affected adversely the sterling market in New York.
