Allocations for Year GRANTS TOTAL £12,500 Bounty of £179,500 to Date MANY GIFTS TO CHARITY Grants totalling £12,500 were sanctioned! yesterday by the Board of Governors of the Thomas George Macarthy Trust. The trust was created by the will of the late Mr. T. G. Macarthy for charitable and educational purposes in the provincial district of Wellington. Since the benefactor’s death in 1912 over £179,500 has been distributed among the objects of his bounty. In arranging the allocations the board has given special consideration to the alleviation of the impoverished condition of persons in distress. Applications received this year totalled 158 as compared with 142 last year. The annual meeting of the Board of Governors was held in the Executive Council room, Parliament Buildings, yesterday morning. There were present his Excellency the GovernorGeneral, Eord Biedisloe; the Prime Minister, Rt. Hon. G. W. Forbes; his Grace Archbishop Redwood; the Mayor of Wellington, Mr. T. C. A. Hislop; and the Public Trustee, Mr. J. W. Macdonald, C.M.G., who is chairman of the advisory committee of the Board of Governors. In terms of Mr. Macarthy’s will the sole control and management of the estate is vested in the Public Trustee, and the -Board of Governors are concerned with the distribution of the funds available for the charitable purposes of the Trust. Under the T. G. Macarthy Trust Act, 1912, the Board of Governors were empowered to appoint an advisory committee, the function of which is to examine applications for financial assistance received from charitable and educational institutions entitled to apply, and to recommend to the Board of Governors the distribution of the sum available each year. The present personnel of the advisory committee is as follows: Mr. A. R. Atkinson, Mr. E. P. Bunny, Mrs. Henry Hall, Mr. H. F. Johnston, K.C., Lady Luke, CfB.E., Mr. G. A. Troup, C.M.G., Mr. J. W. Macdonald, C.M.G., Public Trustee (chairman). Reference was made by the Public Trustee to the exceptional difficulties and anxieties which were being experienced in regard to commercial, financial and business interests. As a result of the general economic depression 'the difficulties and responsibilities surrounding the administration of a trust holding such large interests as did the T. G. Macarthy Trust had largely increased. By reason of the times through which they were passing the Public Trustee felt that the:., result must be regarded as satisfactory at a period of shrinking incomes bn every side, and that the charitable organisations and institutions were fortunate to have such a sum for distribution among them. The Public Trustee assured the Board of Governors that the Public Trust Office was sparing no pains in tackling the many problems confronting the administration and preserving the income to the utmost degree. At the same time, however, he felt bound to mention that with the continuance of the prevailing depression it might well be anticipated that great difficulty will be encountered in obtaining payment of interest and rents in the ensuing year. Moreover, it had to be remembered that by ter.ms of the National Expenditure Adjustment Act, 1932, all rent and interest from April 1, 1932, were compulsorily reduced. This reduction would obviously be reflected in next year’s accounts, and there were therefore good grounds for forecasting a further reduction in the amount available for distribution on the next occasion. During the year under review an additional 50 per cent, by way of beer duty had been imposed, and this had increased the difficulties of trading. Nevertheless,, the result was satisfactory, and the Public Trustee was pleased with the progress which was being made. Mr. Macdonald reported that the usual practice had been followed in dealing with the applications. Each application had been carefully scrutinised, and full information as to the activities and financial position of the organisations had been obtained. The applications were subsequently considered by the advisory committee at its annual meeting on July 29, 1932, . when it recommended the distribution of £12,500. The recommendations of the committee were adopted by the Board of Governors; On the motion of his Excellency the Governor-General, seconded by his Grace Archbishop. Redwood, a vote of thanks was passed to the Public Trustee and the advisory committee for the trouble which had been taken in presenting the recomniendatlons to the Board of Governors, and for the efficient manner in which the work had been carried out. Applicants on behalf of institutions situated outside Wellington City should apply at the local office of the District Public Trustee or District Manager, as the case may be. HENRY WILSHAW TRUST Grants Totalling £730 In addition to the allocations in the Macarthy Trust, at the meeting yesterday the Board of Governors dealt with the amount of £730 available from the Henry Wilshaw Trust. Under the Thomas George Macarthy Trust Act, 1912, the board are empowered to accept other trusts for charitable or educational purposes, either generally or as specified in the will or other trust instrument. Mr. Henry Wilshaw,. of Wellington a gardener, who died on February 2, 1930, directed the Public Trustee, who is bis executor and trustee, to hold the residue of his estate for such charitable purposes in the province of Wellington as the Board of Governors of the Thomas George Macarthy Trust shall determine. The will is dated June 25, 1928, and probate thereof was granted to the Public Trustee on March 19, 1930. Last year the administration of the estate had not been completed, but £‘so was , available for distribution by the Board of Governors. In view of the depression the board determined that this sum was to be applied solely for_the relief of poverty and distress. The administration of the estate has now been completed and there remains a final balance of £730 for division. .
