Large-Scale Manoeuvres SCHNEIDER RACE DOUBTS Rome, April 29. ; General Balbo, introducing the Air Estimates, east doubt on Italy’s participation in the Schneider Trophy contest. ■ He explained that the prospect.; so far as the men were concerned were perfect, but the difficulty lay in the delivery of seaplanes from the manufacturers. He declared,his belief that the next war would be decided in tlie air, and therefore he had arranged for important air manoeuvres in August on a scale hitherto unattempted. Seven hundred machines divided into two sections would engage in sham fights throughout Italy.
