Dealing With Vagrants NEW ORDER ISSUED Power to deal with vagrants in Samoa is contained in the Samoa Vagrancy Order approved by the Governor-General and gazetted last evening. It is laid down in the Order that every person in Samoa, other than a Samoan born in Samoa, who has no lawful means of support or insufficient means of support, shall be deemed a vagrant and liable to imprisonment for six months. Where any constable has reasonable cause to believe that any person is a vagrant, he may bring him before the High Court, having arrested him with or without a warrant. Theonus of proving innocency is thrown upon the person arrested. The fact that any person charged under the order possesses money or property shall not be taken into account in deciding the charge unless the person charged shows by his own proof or of her evidence that he honestly obtained the money or property. Every person shall be deemed disorderly and liable to imprisonment for ■ one year who is found armed with any offensive or dangerous weapon, unless he can prove that he is so armed for a lawful purpose.
