Abandonment of Ceremony WASHINGTON AGREES (Rec. November 23, 5.5 p.m.) Washington, November 22. The British Government’s proposal to abandon the custom of the laying of wreaths by distinguished foreign visitors on the tombs of Unknown Soldiers has been accepted by the Washington Government on condition that its coming into force will depend upon acceptance by a majority of Powers. After suggesting to the nations that envoys and missions should no longer feel it incumbent upon them to lay wreaths upon the tomb of the Unknown Warrior in the country they are visiting, the British Government pointed out, in a statement issued on October 27, that the object was simply “to obviate any risk of a ceremony which should be simple and spontaneous, becoming a mere formality of international courtesy.” v
