CRUISE IN FOREIGN WATERS FIRST TIME SINCE WAR (“Times” Cables.) (Rec. March 10, 8.55 p.m.) London, March 9. “The Times” Berlin correspondent states that a German squadron for the first. time since the war is making a long voyage in foreign waters. The Reichstag Budget Committee has voted £ll,OOO for a Mediterranean cruise by four battleships, a cruiser, and nineteen torpedo boats. j
