CONVICTS’ COMFORTABLE APARTMENTS (Rec. November 27, 7.45 p.m.) London, November 26. Mr. Edgar Wallace has returned from America, where he spent his whole time with the police studying the crime wave. He was amazed at the convict system. Prisoners came into the exercise yard smoking cigars and doing much as they liked. There was no discipline. Every prisoner had comfortable apartments totally unlike cells. Convicts and warders were more like “all boys together.”
