CONTROL OVER CITIZENS ABROAD Moscow, November 22. The Soviet has decreed that citizens employed in Soviet institutions abroad refusing to return when ordered, are liable to capital punishment and the confiscation of their entire property. “DESERTED TO CAPITALIST CAMP” DEATH SENTENCE IN ABSENTIA. Moscow, November 22. The Soviet has passed a death sentence on J. J. Arcus Besedovsky, exCounsellor of the Russian Legation in Paris in absentia, on the grounds of treason and disobeying a command to return to Russia, thereby deserting to the capitalistic camp. The sentence will be carried out within twenty-four hours of his return to Russia. Meanwhile, all his property stands confiscated. BESEDOVSKY NOT WORRIED (Rec. November 24, 5.5 p.m.) Paris, November 23. Besedovsky laughs at the Soviet’s death sentence. “They know I will never return,” he said. “I shall retaliate shortly by publishing my memoirs, in which I will give the names of Soviet spies all over the world.”
