O REDUCTION AT LIVERPOOL London, November 21. As a result of Mr. Baldwin’s derating Bill, the Liverpool Dock Board on January 1 reduces by half the dues and rates on many cargoes, including ores and wool, and also motor-cars for export. Railway freights will also be reduced by a third.
