COAL PROBLEM
BRITISH GOVERNMENT’S PROPOSALS SUBMITTED TO OWNERS AND MINERS (United Press Association. —By Electric Telegraph.—Copyright.) (Rec. October 31, 9.30 p.m.) London, October 31. The Government has privately submitted coal proposals to the owners and to the miners. It is understood the proposals confirm the forecasts of October 17 and October 25. In addition the Government proposes to create a [lool as a means of levy upon the output, from which they will grant assistance to coal export and other sections of the trade. [Earlier messages stated that legislation would be brought forward to deal with the organisation and coordination of marketing, working hours and nationalising of the mineral royalties. The Government proposal was announced to be to reduce working hours by half an hour to 74 hours a day, with no alteration in rates of pay-]
