THE FRENCH CRISIS
4. CLEMENTEL REQUESTED TO FORM CABINET (Rec. October 31, 9.50 p.m.) Paris, October 30. Early guesses that because M. Brinnd had waited on the President he had been entrusted with the formatin of a Ministry were soon falsified by the summon! ig of M. Clementel, whom M. Brinnd recommended. M. Clementel ventured to prophesy: “I shall either succeed or fail very (Illicitly.” It is regarded as certain that he will induce M. Brinnd to accept the portfolio of Foreign Affairs, in a concentration Cabinet. M. Clementel previously held portfolios in 1905. 1913 and 1914. He also participated in three war-time emergency Cabinets.
