LAST YEAR’S RECORDS (British Official Wireless.) Rugby, August 28. A birth-rate of 16.7 per 1000, the lowest recorded with one exception since the establishment of civil registration, and a death-rate of 11.7 per 1000, which with two exceptions is also the lowest recorded, are the outstanding features of a statistical review of the nation's population for 1928. issued by the Registrar-General yesterday.
