Sir—The present position in regard to Sir Joseph Ward’s allegation that the late Finance Minister had prevented him from raising money at Home for two years is hardly satisfactory from the point of view of the public, who are at least entitled to know the date from which this two years runs. It seems quite likely that, as a general rule, the Treasury files touching the negotiations for a loan should be regarded as confidential. It seems equally true that there must be occasions, especially after a lapse of seven months, when this secrecy is not necessary, and may be even harmful and unfair. However, Sir Joseph is at present master of the situation. He holds the files and will not produce them. He launches a serious accusation, and refuses Mr. Downie Stewart any opportunity of refuting it. Under such circumstances the accusation should not have been made, even if it is true. Meantime, the public does not know the truth, and uneasiness and vague alarm results. Surely Sir Joseph Ward could arrange for an interview with Mr. Stewart, when ,he could produce to the latter such matter (mostly, if not all, written by Mr. Stewart), as he (Sir Joseph) considers ties his hands. A discussion then between them would soon settle the question. And if Mr. Stewart tells the House and the country that he is wrong, I feel sure chat every sensible person would accept his bare statement without in quiring into details. And similarly, if Sir Joseph finds that he is wrong, he would make the, necessary statement. Much of the importance of the whole trouble may hinge on the date when the alleged two years’ boycott began, if it exists at all.
