Sir, —The present would not be the best time to advance argument on this very much vexed question, but one point calls for prompt attention, viz., the method of the proposed “practical test. Results will depend upon “management,” and management, under the peculiar circumstances cannot be defined. To begin with, Government aid would infer Government warranty or certification, and for that reason, must be cut out. The conference broke down. . • and the future prospect is a ride for a fall. The first principles governing the retention in the product of the highest value content of the raw material, have not so far been recognised, let alone acknowledged, and until that default be done away with, it were better for each maker to stand or fall on the merit of his own attempt.—l am, etc., HENRY BODLEY.
