Addressing six thousand Scottish Unionists, at a conference at Glasgow, the speech being relayed to three thousand in an adjacent hall, Mr. Baldwin declared that there was a spirit of give and take in Europe which was absent .before the war, . affording a happy -augury for the future. More had been accomplished in the past eight years, largely by the present Government, than any other country had achieved in connection with slum improvement. British industry was justifying itself jn the face of the world. Britain would emerge the most efficient industrial nation on the globe, but the youth and ability of the nation must help to regain that supremacy. This was no time for Incompetents, whatever their age or numbers. Men battened on to joint stqjik companies as managers, there were also directors who were parasytical. The country would not tolerate, .while the rationalisation of Industry was Idling hundreds of thousands, those who arrogated to themselves freehold positions and not removing themselves unless bribed.
