November 22, 5.5 p.m.) London, November 21. Mr. McGilligan, Free State Minister of External Affairs, announced in the Dail Eireann that it was proposed to establish not merely trade representation, but embassies at Baris and Berlin. The policy was to maintain the position of co-equality expressed at the last Imperial Conference, and get rid of forms which in some Dominions (lid not correspond with that expression. The Minister of Defence, when questioned whether Free State officers attending the Imperial College were studying the strategy and defence of Empire, and if as a result tlie Free State was committed to the defence of the Empire, replied in the negative.
