“KEEP TO THE LEFT”
AN UNENFORCED BY-LAW
There is a pedestrian traflic by-law in Wellington which requires everyone walking along a footpath to keep to the left. The by-law is good as far as it goes, but it does not go very fax That is to say, there seems no one tt> enforce it, and no penalty is provide]! for the person who persistently refuses to keep to the left, and everyone who does so' sets a bad example, unconsciously, perhaps, to dozens of citizens. On certain occasions, notably on Friday evenings, may be noticed what a half-hearted by-law this one is proving to be. It is suggested that the only way to educate the public in this respect is to force it to obey the rttje, and that could be done with' the quiet co-operation of the police. It wotild only need an occasional admonition from a “man in blue” for the public to learn the correct side of the footpath to walk.
