IMPORTANT STEP LEGATION IN FRANCE TO BE CREATED i FRENCH MINISTER TO RESIDE IN OTTAWA The Canadian and French Governments have decided to create a Canadian Legation in France and a French Legatic.. in Canada. ■ Rugby, January 10. It was announced after a Ministerial Council to-day in Paris, that, following upon diplomatic negotiations after conversations held in Paris last December, between Mr. Dandurand, Canadian Minister of State ,and M. Briand, French Foreign Minister, the Canadian and French Governments had decided to create a Canadian Legation in France and a French Legation in Canada. The new French Minister will reside at Ottawa. . It may be recalled that at the Imperial Conference held in London in 1926 it was decided that in countries where the Dominions felt they had special interests, the appointment of their own special representatives was to be l welcomed. In other cases, the Foreign Office, British Embassies, and • Legations should continue to be used . as normal diplomatic channels between ’the Dominion Governments and foreign s Governments. Commenting on the appointment of a Canadian Minister to France, the Premier, Mr. King, said it was made with the complete knowledge- and co-opera-tion of the British Government. It was desirable ”to extend the scope of the work hitherto carried out by the Com-missioner-General in Paris, who had been hampered by not having the complete standing of a Minister. The Colonial Office does , not confirih the Press reports that Britain is appointing Ministers to Ottawa and to other Dominions. With reference to the reported raising of the status of High Commisioners to Ministers, it is authoritatively pointed out that that is a matter within the discretion of the Dominions, who alone are entitled to-en-large or limit the powers of their-re-presentatives or define designations.
