The economic co-operation of the Empire was urged by Mr. Amery when addressing the Board of Trade, “without any straitjacket of an Imperial tariff, and without limiting units in forming tariffs to suit their own needs. We can find ample room for co-opera-tion and foster mutual support and stimulation by other means. There are innumerable ways of co-operating and the problem of future years is how in our free partnership we can make that co-operation most effective.”
