RUSSIAN ATTACK
ON AFGHAN FRONTIER GUARDS (Rec. December 28, 5.5 p.m.) Delhi, December 27. Excitement prevails in Kabul owing to a Russian attack on Afghan frontier guards at Badakshan, which is described as an unprovoked one. The Afghan commandant was killed and there were other casualties, but it is believed that the affair is only of local significance, as Russia at present is anxious to cultivate friendly relations with Afghanistan.—Sydney “Sun” Cable.
