BETWEEN RIVAL CHINESE GENERALS NEW GOVERNMENT TO BE ESTABLISHED Peking, November 18. Representatives of Feng Yu-hsiang and Chang Tso-lin have signed a peace agreement whereby no. Fengtien troops are to be stationed in Tientsin, the Fengtien forces retreating thirty miles east of the Peking-Hankow line. . .It was also agreed to establish a joint office at Peking to discuss the questions of the Premiership, the reconstruction of the Cabinet, and the election of President.
