COUNCIL’S ANNUAL REPORT. The annual report of the N.Z.A.A.A. places on record the passing of another period of progress which, in the face of the adverse circumstances experienced, was considered as being highly satisfactory. On the question of the Australian tour, the report points ont, that although the visit to the South Island, where the centres hall not given guarantees. was primarily responsible for the heavy loss sustained on the tour as a whole, tho results achieved justified the action, a pleasing aspect being tho advance. made in the sport in the South Island, particularly in Canterbury, where several new clubs had recently been affiliated. The present financial position of the body was not regarded ae satisfactory. "Although the balance at the bank stands at £23 12s. 3d.,” observes the report, the liabilities as revealed by the balance sheet are very heavy. One unsatisfactory feature, which should not obtain, is the large amount of outstanding annual subscriptions, and it behoves centres to endeavour to meet their obligations within the prescribed time. Special thanks are due to tho Wellington Centre for the ready response to the request for a loan to meet the expenses of the Australian tour, and even,- effort should be made to meet this debt on due date.

The constant changes in the personnel of the governing control tends to have a disintegrating ttffect, and is pot conducive to successful administration. Under the constitution in its present form procedure with regard to changes cannot be questioned, and it would appear that drastic reiconstruction of constitution is absolutely necessary if amateur athletics in New Zealand are to be maintained at a standard now attained.”
