SPECIAL BY-LAWS BEING FRAMED IVhcn seen yesterday in regard to the sei ions accident at Kaiwarra oi> Saturday evening, the Mayor (Mr. R A. Wright) stated lhat at tho last meeting of the Hutt Road Board members had dwelt on the necessity of a special set of by-laws for regulating the traffic on the Hutt Road, and it was mentioned that an inspector would be needed to see that there was no abuse of the bv-laws. The by-laws, which were now being drafted, would provide for a reduced rate of speeo throimh Kaiwarra and Ngahauranga, and would reasonably regulate the traffic along the whole length of the road.'
