COMMENT (Rec. March 20, 7.20 p.m.) Washington, March 19. Shipping Board officials arc not snrprised at tho unfavourable foreign comment regarding the new rates. They declare that objections by the Japanese shipping interest were undoubtedly intended to protect preferential contracts existing between two large American railways and two Japanese steamship companies. Commissioner Thompson declared that this contractual relation made the railroads solicitors of freight for Japanese ships against American vessels.---Aus.-N.Z. Cable Assn.
