RUSSO-JAPANESE NEGOTIATIONS
EFFORT TO SETTLE DIFFERENCES VLADIVOSTOK ARRESTS Peking, March 17. The Japanese Minister called on M. Karakhan, following instructions from Tokio, in the endeavour to reach a settlement of the differences between Japan and Russia, as a settlement must precede any discussion relating to the recognition of the Soviet Government. At a previous meeting, M. Karakhan “expressed the opinion regarding the arrests of Japanese at Vladivostok that naval and military officers could not be recognised as officials, as they were in Russian territory '.only to study the language, but he was prepared to recommend the release of the Vice-Consul and two Consular interpreters, who were engaged on official duty. Mr. Yoshizawa asked for the release of all the arrested persons. M. Karakhan promised to telegraph to Moscow recommending the immediate release of the Consular officials at least. The direct result of the recent Russian activities in connection with the Japanese has thus been to set back the informal negotiations, which might otherwise have already led to to an understanding whether formal negotiations could have been started. —Reuter.
