LIQUOR ON SHIPS
AMERICAN TREATY WITH BRITAIN CONSTITUTIONAL QUESTION RAISED (Rec. November 30. 8.25 p.m.) New York, November 29. The Washington correspondent of the “New York Times” savs: “Although President Coolidge is preparing to submit to the Senate the liquor treatv with Britain. Mr. Hughes and Lord Curzon are still continuing their conversations on certain moot points. It is reported! that Lord Curzon asked Mr. Hughes whether it would not be necessary for tho Supreme Court to pass judgment upon the constitutionality of such a treaty. “Britain fears that the Court might set aside the provision of the treaty under which British liners are permitted to bring liquor within territdral waters. Britain’s interests centre chiefly on this provision. The Question is not easily answered, there being a. variance of opinion among American constitutional lawyers. It is believed, however, that the Senate and the President cannot ratify the treaty, tho provisions of which are incompatible with the American constitution.
