The Privy Council refused leave to Zaghlul Pasha to appeal against the decision -of the Gibraltar Supreme Court, under which ho is now a political prisoner. Tho constitutional issue was whether British law applies to Gibraltar, oi whether its laws have remained the laws of the British garrison.
