WRIT OF HABEAS CORPUS REFUSED JURISDICTION OUSTED BY STATE OF WAR BY TELEGKAPH—PRESS ASSOCIATION. —COPYBIGHT. London, November 23. The Master of tho Rolls', in refusing tho writ of habeas corpus in respect to Erskine Childers, held that his jurisdiction was ousted by the state of war which Childers helped to bring about. He also refused writs in respect to the eight other men, and refused to grant a ’stay of proceedings on the ground that he had no jurisdiction. Reierring to the destruction of the Four Courts by the revolutionaries, and other ruinous work, he said that if this was not a state of war he did not know what was. It was plainly the Government’s duty to save the country from utter destruction. Tho King’s Bench has refused to grant a writ of habeas corpus in respect to two women arrested by tho Free State authorities. The decision was on similar grounds. Russell is director of munitions and chemicals, and is responsible for the organisation and tho preparation of land mines. Hales, an important leader r of the irregulars in the south, has been captured at Upton Court with important documents in his possession.
