ALARMING CONDITIONS REPORTED. Helsingfors, June 22. According to the report of the PanRussian Health Congress sitting at'Moscow, plague is rapidly spreading in South-east Russia, coming from Persia and Siberia. Cholera is raging in the Southern and Middle Governments. There is hardly one port of Russia which is not affected by malaria.
