The League of Nations cannot be trusted without America, and the peace of the world would be best assured with America’s presence among these three Powers, Tho occasion of the renewal or revision of the Anglo-Japan-ese Alliance affords an excellent opportunity for such a conference. America should bo consulted if the Alliance Is renewed, since it would promote a clear and definite understanding. The reasons for the Alliance wore tho menace of Russia and Germany.
